At full capacity (2030), the port will provide:
- deep-water berths (15–18 m) for large-tonnage vessels;
- terminals for transshipment of:
- oil and petroleum products,
- uranium, metals, ferroalloys,
- grain, agricultural products,
- general and container cargo;
- a logistics hub based on multimodal infrastructure (rail — road — sea);
- an industrial service park (oil service, repair, storage);
- digital services (smart logistics), tracking systems, electronic document flow.
Annual capacity — up to 30 million tons.
Project
The project provides for the construction of a new deep-water seaport on a 500-hectare site (expandable to 2000 ha) in the Karakiyan district of Mangistau region (70 km south of Aktau), with an annual throughput capacity of up to 30 million tons of cargo. The port will become a key link in the Trans-Caspian International Transport Route (TITR) and will allow Kazakhstan to obtain deep-water navigation on the Caspian Sea for the first time. The port infrastructure will be integrated with the railway and oil pipeline networks.
The project infrastructure includes:
- deep-water berths, an oil terminal, dry cargo terminals;
- an industrial zone;
- a logistics center with railway access;
- engineering infrastructure — electricity, water supply, communications;
- environmental facilities for ballast and wastewater treatment;
- energy-efficient liquid cargo storage systems.
State support is planned: allocation of land, construction of engineering networks and transport communications.
Market
- Kazakhstan shows stable growth in transit traffic along the China–Europe and Central Asia–Europe routes.
- The Trans-Caspian International Transport Route (TITR) grows at a rate of 30–35% per year.
- The ports of Aktau and Kuryk have reached their loading limits for several types of cargo.
- The region lacks deep-water berths capable of receiving large vessels — a key competitive advantage of the project.
- The growth of the critical minerals market (uranium, rare earths, ferroalloys) and Kazakhstan’s export expansion require a stable and independent route.

Investment Proposal
The financing structure may include equity participation of a strategic investor and debt financing.
The required investment amount is:
950,000 – 1,300,000 thousand USD
Preliminary financing structure:
- 65% — debt financing (international development banks, DFC, DBK, commercial banks, bonds);
- 35% — equity participation of a strategic investor (anchor investor — USA, under negotiation).
The proposed financing structure and government support measures are indicative.
Final parameters will be determined based on negotiations with the potential investor and government bodies.
